Minutes of the Twenty Eighth Meeting of The Lawn Bowls Directorate Committee Held on Sunday 15th May 2011 At 6:30pm at Quesada Bowls Club

JM asked whether JC was replacing JN representing the umpires of the Costa Del Sol. JC did think that that was the case but asked that this be confirmed with DH. Action JD

a. Para 4(d) Responsibility for Exemption Certificates for World Bowls Singles Champion of Champions Competitors. KJ has dealt with and obtained his own certificate and Val Sherry does not require one. Matter dealt with. b. Para 4(g) Kings Cup Play Off. This took place on Sunday 10th April at Mazarron where San Miguel won the trophy by beating the team from Indalo. JM attended. We are still awaiting the invoice from Mazarron with regard to the agreed green fees of 50 Euros. JM agreed to re-contact Mazarron to organize the payment of these fees. Action JM c. Para 5(iv) Higher Rate FEB Subscriptions. Both KJ and Val Sherry have paid the higher rate subscriptions and it is now confirmed that they are entitled to financial assistance with their entry into the World Bowls Champion of Champions Singles and this will be taken from the FEB Domestic budget from Madrid. 300 Euros per person has been budgeted for but this will not be received by the players until after the event. d. Para 6(a) Membership of the LBD See below e. Para 8 Spanish Nationals in other Formats See below f. Para 10 Atlantic/European Championships See below g. Para 11(v) Letter to Se๑or Boto ref the LBD. Se๑or Boto has agreed that we can use the name LAWN BOWLS SPAIN on our letter heads but it must include at the bottom that it is part of the FEB. JM and DL to check which details are to be used and sent to Madrid. Action JM & DL h. Para 12(b) Meeting of area delegates. This has not been possible to date. JM to contact JC and DH to organize a meeting with the Costa Del Sol owners, FAB President and the FEB President. Action JM JC felt that as there were new clubs in the area that were not on the Costa Del Sol, the area should in future be referred to as the Malaga Province. This was agreed. i. Para 12(e) Letter ref supporting World Bowls Champion of Champions Singles Entrants. JM felt that as expenses for these players has now been agreed (see above) this was no longer necessary. j. Para 5(i) GMs Flight back to Spain. GM wished to confirm that his return to Spain for the test match had been approved by the President of the FEB and that is why his flight was paid for by the FEB. k. Para 5(ii) Costa Del Sol Test Match GM informed the meeting that the organisers had been written to and informed that this was not to be called a test match.
a. DL stated that the accounts currently stood at 118.28 Euros of which 83 Euros belongs to the FAB (Almeriense) for Law Books bought by Malaga Province which was paid into the incorrect bank account. This has to be refunded to the FAB (Almeriense). Action DL b. Due to the lack of funds currently in the account 500 Euros has been transferred early from the Spanish Nationals fund to assist with the payment of outstanding expenses of 408.98 Euros. JM confirmed that the International Squad training is coming under budget each time. JM has ensured the Nationals Committee that any profits from the Nationals are ring-fenced for the domestic budget as all international expenses are funded from the Sports Council and not the Federation. This will sit in the LBD account. We are still awaiting funds from sponsors of the Spanish Nationals. c. DL has submitted the first claim 3628.79 Euros to FEB. She is still awaiting claims from the Hong Kong/China competition and the World Cup Singles in Australia. d. DL asked that all expense claims were submitted to her as soon as possible. e. DL requested that GM gave her a projection of the squad training sessions budget. GM stated the dates are published on the Bowling In Spain web site but agreed to ask Pat Metcalf to put DL on the distribution list for any future sessions. Action GM
7. Membership of the LBD a. Liz Mills has resigned from her post as the Secretary of the Valencian Federation and also from the LBD. A discussion took place as to who should remain on the committee and it was agreed that the CBBA should continue to be represented but that a meeting should be organised between the two parties to discuss future attendees. Action JM b. JM now feels that that Dominic Mills (National Competitions Secretary) should only attend LBD meetings before major National competitions. BR is currently organising the first National Grass Green Fours for 2011. However, it would be decided in the future who should organize these competitions once they are established in the National Calendar.
a. The National Grass Green Fours competition is in hand. BR felt that only 15 teams was a little disappointing but JM said that for the first year he thought that was a good number and offered his congratulations to BR for all he has done so far to get this competition off the ground. BR informed the meeting that the draw had taken place on 10th May 2011 and the schedule and conditions of play have been sent out to all competitors. The expenses so far are under the agreed budget of 800 Euros with 350 Euros being spent on green fees with an unknown figure required for the trophies and engraving plus a few other sundries this should still leave it well under 800 Euros. It was stated that, currently, all profits will go to Lawn Bowls Spain but JM expressed a view that, in future, it might be that the profits could go to the area in which the competition was held. GM felt that it might attract more entrants if it was held in the low season which would make for cheaper hotel bills and he was informed that this had already been mention at the last meeting of the FAB (Almeriense). BR wished to confirm the language in which the trophies should be engraved and, as the Spanish National trophies are in Spanish it was felt that the Grass Green Fours trophies should be also. BR was not intending to organise any opening ceremony due to the low numbers. However, JM will be in attendance and would be happy to do this if required.
a. Atlantic Championships It was felt that it was a little early to be tendering to hold future championships just yet and it might be better if Spain proves themselves capable if they are successful in their bid to hold the European Championships in 2013. GM confirmed that the teams and all arrangements have been finalised for this years championships in Cyprus in October. b. European Championships 2013 - JM has been in correspondence with Jean Tate (President of the EBU) stating that Spain would like to put a proposal forward. She stated that, at the moment, there are no other countries requesting to hold this competition. Se๑or Boto is fully behind the bid and has asked JM to continue with the bid. Se๑or Boto has informed JM that the Federation would almost certainly be able to put up 50 percent of the approximate budget of 50,000 Euros and would contact the Sports Council etc. to see if they would assist with the full budget. This figure can only be an approximation at this stage as amounts from other countries would be different due to the various costs of living. BD stated that he is also in the process of trying to raise funds. However, JM did say that it is not a fait accompli that, should we be successful in our bid, the competition would be held in Valencia. Should the FAB be able to raise the funds then they too would be eligible to hold the Championships. JM had sent a further email on 31 March 2011 to the EBU President with a letter of intent that we would like to host them. A reply has been received listing all the requirements to hold this prestigious competition. JM to give copy to JD. Action JM GM stated that the format this year is being changed to Rinks and two single sex pairs. However, he stated that there is talk that the countries taking part prefer the old format of 2 pairs and 2 singles. This would obvious require more rinks that the current format but only one more. JM and BD are currently preparing a presentation for Portugal that Se๑or Boto has stated the FEB will fund it and he will attend. He appears to be fully supportive of Spains bid.
(i) Letter of Resignation from Liz Mills See para 7a above. JD to compile a letter of thanks to Liz for all her work for the LBD and the Valencian Region. Action JD
a. KJ said that he felt it was sad that the Spanish Squad had programmed in a training session during the CBBA Champion of Champions which prevented an individual who had fought her way through to the finals from taking part. It was even more unfortunate that the training session in question on 12/13 April 2011 was, in fact, cancelled. JM felt that wherever possible the International Squad management committee should look at the 5 year CBBA calendar before settling on any dates. GM stated the training dates were chosen because of the availability of green space and the availability of the players as all club calendars are very congested. JM also felt that, where possible, international squad members should not be taken out of major tournaments as people wanted to watch them and also to play against them. GM assured the meeting that all calendars are looked at when choosing dates but it is not always possible to avoid clashes and decisions are not made lightly, particularly when the training is for the highly prestigious Atlantic Rim Championships which are, naturally, very important.
There being no other business the meeting was closed at 20:10pm. The next meeting is to be held at 12:00pm on Wednesday 14th September 2011 at the Mojแcar Playa Hotel. GM to book the hotel as normal. Action GM
