13/11/2008 - Meeting of the Malaga Provincial Committee


Santa Maria Bowls Clubhouse

Tony Winterton (TW) opened the meeting at 10.30am sharp and welcomed everybody including the two new representatives Alan Turner from Benalmadena, and Gordon Adams who was standing in for Ken McBride and he was delighted to see every club represented. The following were present;-

1)      Minutes of the last Meeting

There were no matters arising from the minutes of the last meeting which were approved and TW thanked Superbowl and Benavista for their support in the recent match against the Spanish team. Despite the horrendous weather that had flooded Superbowl’s green and caused changes to the original schedule, the event had been successful

 

2)      Annual returns to World Bowls

TW handed out forms to the representatives from each club for the annual return to World Bowls of all non Federated members before 15th December. The Federation paid for its own members.

 

3)      Malaga Cup/ Santa Maria B.C. 29th November-9th December

MJ stated that entries had to be submitted by 15th November and the draw would be made by computer, in public, at Superbowl at 1pm on Tuesday 18th November. The competition would commence on Saturday 29th November with Fours and the singles would begin the following Saturday 6th December. Clubs stated that they preferred a Finals day  and MJ said that he and John Owen would endeavor to arrange this but it could depend on the entry as rink and green usage had to be maximised  MJ asked that all trophies be returned to him before the start of the Tournament.

TW asked reps to collect entry fees before the draw and stated that he might have a possible sponsor. MJ and GA agreed to co-ordinate the Umpires with markers being recruited and they would liaise with JC at Santa Maria.

TW clarified the question posed by DC that any new members paying their subscription for 2009, in advance of the Malaga Cup, would be eligible to participate.

 

4)      Xmas Hamper

MJ stated that entry forms had been distributed to clubs, the closing date was 5th December and the draw would take place on 7th December. The entry would not be limited as the teams could be divided into groups as had been done in the past.

 

5)      Activities for 2009

 

a)      and c) Provincial Championships May 9th-23rd  and National Championships

The Provincial Championships were to be held in Malaga and the last four from each discipline would play in the Nationals which would be in the new format proposed at the NEC and be held in Malaga in September from 8th-19th. It was proposed to make the National Championships a round robin similar to World Bowls.

GA pointed out that this would exclude the ‘snowbirds’ who were Federated members. TW replied that this was the first major change agreed nationally which would be implemented in 2009 but it could be improved on. MJ stated that the criteria that entrants had to hold six months residencia was still in force but agreed that it would be a move forward. TF added that it had taken an enormous amount of travel and meetings to get this stage but the present economic crisis had pushed Alicante into agreeing,

TW suggested forming a sub committee to co-ordinate matters but MJ said he felt this should be deferred until venues for both the Provincial and National Championships had been agreed. MJ also pointed out that the dates proposed for the National finals conflicted with Benavista’s Annual Summer pairs. Representatives present were asked to remove the notices re:- National Singles qualifications from their club notice boards if they had not already done so as the format was now changed.

 

b)      Tri-Provincial- Mojacar 4/6th September

Although Alicante had asked for later dates due to the cost of hotel accommodation, this was no longer feasible due to the agreement on the format of the National Championships, so the early dates would stand.

 

d)      National King’s Cup play off

The National final of this competition will be played on 26/27th September 2009 in Almeria and then be rotated annually between the three Provinces, Almeria, Malaga and Valencia. The 2008 National trophy would be awarded to Benavista by default.

 

e)      Champion of Champion Singles & Pairs

The Singles would be played at County Bowls Murcia 11/15th October

The Pairs at Javea Green 5/10th June

As clubs in Malaga do not run single sex nominated pairs Competitions, MJ had received agreement from Graham Marlowe for the Ladies and Gents pairs winners of the Malaga Cup to attend and should any clubs decide to run an approved single sex pairs Competition within their clubs, the winners would also be permitted to attend.

 

f)       Summer League arrangements

Los Amigos were submitting a team and although they only had 4 rinks, MJ stated that this would not be a problem in the King’s Cup as the singles could be played back to back and this game might be better played in the morning. DJ suggested a 9.30am start and this was agreed. The fee set by the owner’s Committee was agreed to be adopted for both the King’s Cup and the Triples League and all matches were to be completed by July. There was also a possibility that Benavista and Superbowl might ask to enter two teams in the Triples League but MJ would issue a ‘discussion document’ to all clubs who would then decide the morning and evening starts and whether they would allow the extra teams.

 

g)      Visit to Isla Canela – Ayamonte

TW was open to suggestions, and asked TF if he could investigate hotel rates as it was part of the RIU group with possible dates 7th/8th March. This would be open to Federated bowlers and Malaga province could possibly send six trips.

 

h)      Andalucian Championships – Almeria ./February

MJ has issued the rules and entry forms for the 2009 Tournament to all clubs. He asked representatives to note the closing date, arrangements for collecting fees and the fact that entries be notified to Bryan Reddington.

 

6)      Coaching

MJ reported that Ruth Compton, assistant coach to the Spanish National squad, had almost completed her Coaching programme.  It was envisaged that, early in 2009, we would be in a position to finalise a weekend for her to coach potential new club coaches in Malaga. This course will be free of charge and open to Federated members only. TW stated that this course will be invaluable to the new club at Lauro Golf and those clubs with new bowlers.

 

7)      Umpires/ Markers courses

MJ stated that there had been four Marker’s workshops at Benavista, Benalmadena, Los Amigos and Superbowl and the course at Mijas was imminent. 39 people had attended and John Carr had provided certificates confirming their attendance. MJ was asked to send a confirmation letter to the aforementioned clubs for publication on their notice boards.

Regarding Umpires, MJ pointed out that, in the Costa del Sol handbook, twenty eight Umpires were listed but only about fifty percent were active. Recognising the need for additional Umpires for the forthcoming Provincial Championships in May 2009, he had written to the chairman of the Umpires Association stressing the need to run a course in January/February. Representatives were asked to identify potential candidates within their clubs.

 

8)      Federation Fees 2009

Individual 32€    Corporate 21€

TW asked the members about the corporate fee for 2009 and, although some clubs had already voted  and agreed to remain Corporate, Benalmadena had not and Santa Maria were having an Extra-ordinary general meeting to decide.

TW explained that part time members did not need to be included in Corporate Federation membership.

TF suggested a meeting to which all bowlers would be invited. This would be an ‘open forum’ to discuss concerns and provide an opportunity for the Federation to meet directly with the bowlers, Federated and non Federated. It was agreed to identify a suitable, central venue with a view to holding this meeting early in the New Year.

 

9)&10) &11) Owner’s Committee/ Federation Funding/ New Governing body

TW stated he was in touch with the Chairman of the Owner’s Committee with a view to meeting them and discussing various outstanding matters.

He once again explained the future choices of remaining with the Federation or restructuring under the CBBA and said that he would like feedback from clubs as it was, ultimately, for the members to decide and MJ stated that the forthcoming General meeting might be an ideal forum for this to be discussed in depth with the membership deciding.

 

12) Duties of Club Reps

a) Collecting license fees for 2009

b) Controlling entries for competitions, collecting entry fees and advising Competition Committee before draw date

c) Checking that entrants are Federated members

 

13) AOB

MJ stated that the new Spanish Open scheduled for 2010 in Malaga would possibly be held early March, the venues were open to discussion and hotel accommodation would need to be researched. TW stated that permission from the National Sports council was required to run this Open Tournament and he was dealing with Madrid who would make the application.

TW stated that he needed a Treasurer and Geoff Wright suggested his wife Jackie who had experience in these matters and TW said he would like to speak with her as it was very straightforward book keeping.

AT asked why Federated members were limited to only playing with members from the same club and TW stated that, unless it was an Open competition, World Bowl rules were implemented. He also asked how he would receive the information discussed at the meeting to convey to his club members and DC informed him that a copy of the minutes would be sent to him by email.

All business concluded TW closed the meeting at 1.05pm and set the date for the next meeting Tuesday 27th January 10.30am.
