23/07/08 @ SUPERBOWLTony Winterton, President, opened the meeting at 10.35am and welcomed members present and introduced Ken Talbot from the new bowls club at Lauro Golf, Alhuerin el Grande. In attendance were, President; Tony Winterton Competition Committee; Tony Frowd and Murray Johns Secretary; Diane Chambers Superbowl; Dave Jones Benavista; Tony Farmer Los Amigos; Geoff Wright Lauro Golf BC; Ken Talbot Apologies were received from Belplaya, Benalmadena and Mijas. The minutes of the last meeting had been read and were approved and, as there were no matters arising from them, the Committee moved on to the first item on the agenda 1)& 2) Summer Triples and Kings Cup Presentation As agreed at an earlier meeting of the Provincial Committee the presentation would be held at the clubhouse of the winners of the team 11 and this would be at either Superbowl or Benavista on Tuesday 2nd September. The presentation to the winners of the Triples League would also be included in this event. It was suggested that maybe medals could be provided for teams achieving hotshots as well as the perpetual trophy and replicas for winners. Dave Jones and a member from Mijas raised an issue on the points system awarded in the Summer League and asked why it could not be run as the Winter League. Murray Johns quoted from the handbook:-
SECTION B : LEAGUE MATCHES & CONDITIONS OF PLAY SUB-SECTION 10 :
PENALTY FOR NON-APPEARANCE 3) Tri-Provincial Murray Johns informed the Committee that he has 19 Federated players on his list so there was a shortfall to make up the team of 6 rinks and he asked the committee to identify 5 more names not later than 31st July. Tony Winterton stated that Almeria Province would always provide players if necessary and he suggested that a commitment be made to attend as he did not want to see the Malaga team pull out again. Accommodation had been arranged at the Mojacar Playa Hotel for bed and breakfast at a cost of 42€ for a double room and 32€ single. 4)Champion of Champions The Ladies and gents singles would be held 12/15th October @ Indalo Bowls Club, Almeria and, according to members of the Committee, there were several club champions attending. Murray Johns has issued personal invitations to the champion of all clubs but Tony Winterton would be contacting Miraflores. Tony Frowd pointed out that, although the Champion of Champions in Malaga was not a Federated event, the National Champion of Champions was. Tony Farmer agreed that this point needed to be clarified. After a discussion by the Committee it was agreed that an un-federated Champion would be given the opportunity to Federate prior to the competition or they would be excluded from taking part. 5) Visit by National Squad This event is to be held 1st and 2nd November and Superbowl and Benavista had offered their greens free of charge. It was decided by the Committee that a Selection Committee be formed to pick 2 managers and the teams and the Competition Committee of Tony Frowd, John Owens and Murray Johns asked Diane Chambers and Pat Fisher to join them. This Committee would meet after the next Provincial Committee meeting @ Santa Maria @ approximately 2pm on Tuesday 16th September. Murray said he would coordinate the event and asked that each club on the coast submit the names of Federated players to be considered. Tony Frowd also suggested practice sessions be arranged before the event and this was agreed and these would be pre-booked. Tony Farmer informed the Committee that San Miguel may be sponsoring the event and the Benavista Classic. It was agreed that the team would wear whites and, if players provided a white shirt, a commemorative Malaga badge with their name and the event would be attached at a cost of 5€ maximum. Diane Chambers stated that she would send a letter to all the clubs before the end of July asking them to submit the names of their Federated players to be considered.
6) Malaga Cup Subject to confirmation, this would be held at Santa Maria from 29th November to 9th December, excluding 5th December to accommodate the League, and would not be a qualifier for the Nationals. The format for 2009 nationals will be determined at National Executive Committee meeting on September 4th. Tony Winterton informed the Committee that Malaga had over 400 Federated members and had equal representation with the other regions in Spain. Murray objected to unfair comments that had been directed at him about this competition and Tony Winterton informed him that a letter had been sent from him to club owners about this issue.
7) Xmas Hamper Santa Maria has agreed to host this event on 13th December 2008.
8) National Championships 2009 Malaga would be staging this Competition and it was decided by the Committee to run a National qualifying Competition from Monday 26th April to Sunday 2nd May, the venues to be decided. Clubs that applied to stage this event would have their greens vetted by the Umpires Committee to see if they met conditions set in the legal statutes. Murray Johns would write to Tony Farmer advising his decision to liase with the owner’s.
9) Coaching Diane Chambers stated that she had received an email from Ruth Compton who was working with the National squad and had passed on all the email details of clubs in the Malaga region. Murray Johns said that he had emailed Ruth Compton asking for her proposals and was awaiting a reply. This course would be officially approved and certificates would be awarded to the successful candidates who passed as coaches. The Federation would be covering expenses and coaching would be free to Federated Clubs and Federated members. Tony Farmer explained a system that Benavista was providing for their members but this was not official and would not affect the coaching provided by the Federation.
10) Markers Courses Murray Johns showed the Committee a flyer prepared by John Carr for distribution to the clubs explaining the new marker’s workshop. This would be funded by the Federation and available to Federated members. He also had a CD which would be available to the clubs and thanked Tony Winterton for his input into acquiring the funding to support the umpires and markers ass.
11) Income and Expenditure Accounts for year ended 31st December 2007; FAB and FEB Tony Winterton distributed copies to the Committee and explained some of the finer points. There were no questions about the figures and these were approved by the Committee. Tony Winterton said that an Auditor was needed for the Malaga accounts and he would like a volunteer. Unfortunately none of the Committee felt qualified for this task. Dave Jones asked about synchronizing club financial years to run alongside that of the Provincial Committee and Tony Winterton replied that it was up to the individual clubs and not a matter for the FAB.
12) FAB- Junta de Andalucia funding report Tony Winterton advised the Committee that he had attended the FAB’s AGM in Cadiz in March where it was reported that 7,500 Euros of the Junta de Andalucia’s subvention for the year 2006 had to be returned in 2007 as the FAB had not been able to carry out the programme outlined in their budget proposal for that year. Some of these funds were allocated to Lawn Bowls and he would be discussing this with the owners committee to find possible uses for these funds.
13) Duties of Club reps a) Collect licence fees for 2009 b) Control entry sheets for competitions, collect entry fees and advise Competition Committee of entries before draw date. c) Check that entrants are Federated members
14) AOB Tony Farmer stated that the Costa del Sol handbooks for the 2008/9 season would be available the day after the meeting and Clive Montaut would be distributing them to clubs in the eastern Costa del Sol. 450 had been allocated and 500 had been printed so there would be handbooks available for the new bowls club at Lauro Golf. These would be free to all club members. Bwin International, sponsors of a competition being played at Superbowl, received a complaint about procedure used in the draw. The matter was passed to the FAB who after extensive enquiries conducted with the assistance of the European Sports Security Association considered that the complaint was made for mischievous purposes and that there was no substance to the allegations or they would have been directed to the Federation’s disciplinary body, the Competition Committee in Madrid. The procedure used for the draw was found to be the normal practice in Spain and fully transparent.
The Committee agreed the date for the next meeting of the Provincial Committee to be Tuesday 16th September, 10am for 10.30am at Santa Maria bowls club. All matters dealt with, Tony Winterton closed the meeting at 2pm and thanked the members for attending.
