FEDERACION ANDALUZA DE BOLOS Minutes of the Malaga Provincial Meeting held at Santa Maria Bowls Club – 23 October, 2007 at 10.30 Present :- Tony Winterton ( Provincial Delegate ) Murray Johns ( Competition Secretary & Benalmadena B.C. ) John Owen ( Competition Committee Member ) Denise Davis ( Belplaya B.C. ) Don Fisher ( Superbowl B.C. ) Ken McBride ( Benavista B.C. ) Geoff Wright ( Los Amigos B.C. ) Dorothy Nuttall ( Santa Maria B.C. ) Jim Taylor ( Mijas B.C. ) Apologies :- Diane Chambers, Tony Frowd, Jim Neilson and Rob Robinson Matters arising from Minutes of Meeting held on 6 September :- Murray Johns said there were two minor inaccuracies in the Minutes and suggested that, in future, they be vetted for accuracy prior to their being distributed and published on the Bowling in Spain web-site. Corrections were suggested as follows :- Item 1a) : Mijas did not lose to Benalmadena in the final match of the Summer Triples League – they had a narrow win. Item 5 : Murray Johns said he had received an e-Mail from Miraflores saying they knew nothing about staging the Singles Qualifiers for the 2008 National Championships. The insertion of “should be approached” … as the proposed venue… would have changed the meaning and avoided unnecessary confusion. Ken McBride, Denise Davis and Dorothy Nuttall said they had not received a copy of the last Minutes. They were assured this would not happen again and they would be sent out by e-Mail other than to Dorothy Nuttall who would have them sent via Santa Maria or a “hard copy” left with the Cudeca Shop in Fuengirola. Many present, including the Competition Secretary, said they had not received a copy of the current Agenda. Everyone agreed this oversight must not be repeated. Future plans for Team 11 Competition :- It was decided to defer the structure of the 2008 League, the day on which it would be played, and whether it would be morning or evening, until the next Meeting. However it was unanimously agreed that only ONE Team per Club would be allowed. The issue of the United Friends Team was discussed and the Committee proposed that, if it were to compete in 2008, it would need to enter as an official Club. The Committee agreed to work with Denise Davis to ensure full complicity should they wish to proceed. Tony Winterton said plans were advanced to stage a National Final with Malaga Province as the likely venue. September 2008 was proposed but a date prior to the 2009 Andalucian Championships was also proposed as accommodation costs would be lower. It was agreed the Final should move to all four regions in sequence with the victorious Club in that region having the opportunity to stage the event and only Players who had competed during the League Season would be eligible to participate. Malaga Cup :- John Owen and Murray Johns confirmed that “FLYERS” had been circularised to all Clubs, arrangements with Santa Maria B.C. had been finalised and the Draw would be completed once entries had been received. It was agreed that Club Representatives must collect ALL Entry Fees in advance of the Tournament to be handed to the Competition Secretary as a “Club Package” – no person should pay individually. Tony Winterton advised a Sponsor had yet to be finalized but, in the absence of one, the F.A.B. would step in to finance Prizes. Andalucian Championships :- John Owen and Murray Johns confirmed “FLYERS” and support information had been sent to ALL Clubs in the region and to Almeria and Isla Canela ( Ayamonte ) and it was agreed the collection of Entry Fees would be as for the Malaga Cup. Tony Winterton confirmed the Mayor and Sport’s Councillor from both Estepona and Marbella would be invited to the Opening Ceremony at Benavista B.C. and the Closing Ceremony at Superbowl B.C. Both Mayors would be asked if they wished to place a half-page Message in the Official Programme for which “print runs” of 500 and 1000 were suggested. After discussion 500 was agreed. Ken McBride said the Owner of Benavista B.C. would be providing Wine and Tapas between 17.00 & 19.00 at the Opening Ceremony and the availability of Rinks, at both locations, was confirmed with a prior Booking. The issue of advertising was discussed and, with the Secretary being away until 2 November, it was agreed to extend the deadline until 3 November. Ken McBride agreed to liaise with Tony Farmer to establish the support from the Benavista area and John Owen would finalise details from interested parties in the Marbella region. Murray Johns agreed to approach the Tourist Groups e.g. Kwik Travel, Longmere Holidays & Personal Touch. Representatives were also asked to approach their own Clubs to establish the interest in advertising. Tony Winterton advised that he had identified three organizations as major possible Sponsors and he would continue to liaise with them ( their individual commitment being c.1000 Euros ). John and Murray agreed there would be a Finals Day and, whilst it was not possible to advise the Order of Play or Green usage at this stage, it was likely the FOURS would be played first but each discipline would be played through to establish the two Finalists. 2008 National Championships :- Tony Winterton circularized a Balance Sheet and breakdown of entries by region for previous years to confirm the reason for not having parity for Singles qualification by region. Murray Johns, once again, confirmed his disappointment with the decision of the National Executive Committee and it would be interesting to monitor the support of Bowlers from North and South Alicante if the Championships are staged here in 2009. The venue and date for the Singles Qualifiers was discussed. Murray Johns confirmed that Miraflores would be interested in staging this but, with the possibility of a 2 day event, it was agreed Santa Maria be used for the weekend 9th & 10th February. League Cup and Presidents Fours :- Representatives confirmed they were aware of the Federation co-ordinating these Competitions on before of the Costa Del Sol Owner’s Committee. Murray Johns advised that ALL 8 Clubs were participating in the League Cup and 32 entries had been received for the Presidents Fours. Clubs had been circularized with the League Cup details ( Geoff Wright for Los Amigos asked for a further copy ) and the draw for the Presidents Fours was handed to everyone present. Murray Johns said he would personally deliver the copy for Miraflores en-route from the Meeting. Sponsorship and Activities :- 1. Jim Taylor mentioned the support Mijas B.C. had received from Mijas Council in their search for a new venue and they have funds to support Sport in general. Tony Winterton said he would explore the possibility of developing this route through the Federation but suggested that Clubs also act independently. 2. John Owen once again emphasized the role of the Federation and stated how important it was to re-establish it as a Governing Body and not a vehicle for running Tournaments. 3. Murray Johns said that Benalmadena and Santa Maria had asked him to raise the matter of “local issues and support” for Clubs. The training of Umpires, Instructors and Coaches was discussed as something the F.A.B could fund together with the cost of Coaching Federated Bowlers at each Club. John Owen and Murray Johns agreed to draft a proposal for Tony Winterton to present to Cadiz for possible funding for 2008.
4. Tony Winterton raised the issue of the National Champion of Champions and the possibility of establishing this in all disciplines. The Competition Committee ( John & Murray ) said they were against sending a Player, or Team, from each Club having already identified a Champion in that area.
He advised that funding for each Club to stage its own Tournaments could be available through the F.A.B. Everyone agreed it was the congested Bowls Calendar which prevented meaningful Qualifiers of this type being Staged but Benalmadena, Benavista and Superbowl said they would be holding Pairs Tournaments to identify participants for the 2008 National Champion of Champions event.
To even consider, at this stage, a Triples and Fours Competition was deemed to be unrealistic unless the local Owner’s Committee completely reviewed the local Calendar. Don Fisher said he presented a proposal several year’s before and, in the light of the discussion and the changing face of Bowls along the Coast, he would resurrect it.
Annual Returns :-
Tony Winterton asked that all details be submitted prior to 31 Dec, 2007.
He also asked Clubs to look at Decree 7/2000 and advised that ALL Clubs, with the exception of Benalmadena, were in breach of this Document. He had had copies of the new Statutes translated into English which had cost the Federation 800 Euros. It was agreed to make these available to all Clubs on the Costa Del Sol FREE OF CHARGE upon application.
Any other Business :-
1. It was suggested that we have a weekly insertion in the Costa Del Sol News listing ALL Clubs by name, the appropriate contact and their locality. This would mean any Visitors, or potential new Bowlers, could easily identify the Club most local to them. Tony Winterton agreed to speak directly with the Newspaper.
2. In view of John Owen’s comment concerning Competitions, other than major Federated events, being staged by the host Club, Belplaya was asked if they wished to co-ordinate the 2007 Christmas Hamper.
Denise Davis said she would check with the Club’s Committee and advise by return. John Owen and Murray Johns would organize in the event of them not wishing to do so or work with them if they needed support.
3. Murray Johns said that, in view of unwarranted criticism over the last few months, the workload of co-ordinating affairs for the Umpires & Marker’s Association and Competitions on behalf of Benalmadena B.C., he may have to review his position as Competition Secretary at the year end. He felt he was spending a disproportionate amount of time, free of charge, on issues relative to Bowling for people who were not appreciative of the workload and commitment required.
