Apologies were received from Tony Frowd. 1) MINUTES OF THE LAST MEETING AND MATTERS ARISING It seemed that the new regulation in World Bowls asking for the lists of members and Identity or Passport numbers from Bowling Clubs had caused some consternation and Tony Winterton assured the Club Representatives present that this was a legal requirement under Spanish law, as was the same ID or passport number required to join the Federation, open a bank account etc. Murray Johns asked for the criteria on members, as some clubs had temporary membership for short periods and Tony Winterton said he would leave this to Club Committees. 2) LICENSE FEES 2007 Tony Winterton stated that he had processed eighty five licenses for Malaga, although there could be as many as fifty more pending, Almeria had processed three hundred and fifty and Alicante had processed five hundred. Denise Davis asked if a reduced fee could be considered for the Summer Programme, for members from the smaller clubs of Belplaya and Los Amigos who did not play in the major Competitions during the Winter Season. The Committee deliberated on this issue and voted against it as the Summer Programme had been introduced for Federation members who were resident all year in Spain and a reduced fee would not include Insurance. 3) & 4) APPROVAL OF ACCOUNTS FOR MALAGA DELEGATION YEAR END 31/12/06 AND NATIONAL EXECUTIVE ACCOUNTS YEAR END 31/12/06 Tony Winterton distributed National and Provincial Accounts for the Committee to view and these were approved.
5) PROGRAMME 2007/8 a) Friendship Cup Because of the conflicts within the Costa del Sol Bowling Calendar with the Benalmadena Open and the proximity to the Andalucian Championships, the Malaga Province was unable to furnish a team and the Friendship Cup was cancelled. b) Tri Provincial- future Because of this the other two Provinces cancelled the TriProvincial normally held in September. Tony Winterton however, would be writing to them giving the valid reasons and a payment of 120€ for lost green fees to Indalo Bowls Club and asking for the re-installation of the latter. c) Andalucian Championship 2008-venue. Murray Johns, the Competition Secretary informed the Committee that it would have to be decided as to whether it would be held in the East or West Costa del sol. The west included Benavista and Superbowl bowls clubs and the east would include Mijas, Benalmadena and Belplaya Bowls Clubs. The Secretary, Diane Chambers had reasonable quotes for accommodation from the RIU Belplaya and Costa Largo hotels in Torremolinos and he asked John Owen and Geoff Land who represented the clubs in West Costa del Sol to furnish accommodation estimates to him before 30th April 2007. The venue and format would be decided at the next meeting. There had also been a suggestion by Brian Reddington from Almeria province that the rinks be Open as this would give greater flexibility with entries and this would have to be discussed as well. d) National Championships 2008-venue After much discussion the Committee decided against bidding for the 2008 Nationals due to the running of the Andalucian Championships in Malaga in February of next year and bid for them in 2009 when the Andalucian Championships would be held in Almeria and all resources could be focused on one event. Albeit smaller, the Andalucian Championships would be a good training session for the new Committee. There was also a shortage of working umpires and markers and training sessions would be starting shortly to remedy this situation and another year would build them up to strength. 6) SUMMER ACTIVITY a) Triples League Murray Johns asked the Committee members to confirm the teams that their clubs would be fielding:- Belplaya B.C, I team of 4 trips the deficit made up from members of Los Amigos and Santa Maria Benalmadena B.C.1 team of 4 trips Benavista B.C. 2 teams of 4 trips Mijas B.C. 1 team of 4 trips Superbowl B.C. 1 team of 6 trips As the majority wanted the 4 trips option the motion was carried and matches would begin on Monday 4th June at 6.30pm and finish on 6th August. Green fees of 5€ per head would be paid to the host club. b) Team 11 This included a rink, a trip, a pair and a lady’s and gent’s singles and this year alone the Federation would allow a mix. However, in 2009 there would be a National Competition to find a Champion team, so all members would have to be from the one club. As there was no agreement by the Committee on an evening session, due to other club commitments, the suggestion was put forward for Thursday mornings and this seemed to suit the majority although both Mijas and Benalmadena B.C were not sure if this would suit their members. John Owen suggested a 10.00am start with the two singles matches starting at 10.30am and this was agreed by the Committee. Murray Johns, the Competition Secretary, asked that Mijas and Benavista let him know by the 21st April of their intentions and that the 5€ green fee would also apply to this competition. c) Tournaments to be hosted by Superbowl John Owen informed the Committee that Superbowl would be running one, maybe two tournaments this summer which would be sponsored by Bwin.com and that they would be open to Federated members only. Also the Niños Mariposas Competition that they ran successfully in December 2006, also sponsored by Bwin.com, would this year be for Federated members only and would be staged just before Xmas 2007. d) Offers by other clubs to host tournaments to be sponsored by FAB Tony Winterton extended a welcome to any club to put forward competitions that they could sponsor for Federated members.
7) RANKING LIST. A federated member, Bert Campbell, had made an objection to the way these points were obtained and some of the competitions used on the website, www.bowlinginspain.com. However, the Committee felt that as this was a commercial venture on an independent internet site over which the Federation had no jurisdiction and as there had been no malpractice, they could not interfere. The same member also suggested that the Federation have their own website and this was deemed not necessary by the Committee as Federation matches and any Federation notices were already published on www.bowlinginspain.com. 8)UMPIRES ACTIVITY As already stated in article 5d, there was a shortage of working umpires in the Malaga area and this was to be remedied by the commencement of classes by Geoff Land at Benavista Bowls Club and Dennis Tolfree had agreed to maintain his involvement with the Umpires Course and had rationalized the Examination and would be working closely with the Regional Committee . Murray Johns informed the Committee that the new laws that came into force on 1st April had been incorporated. These new laws would commence in the Malaga region with the Summer Programme that started on Monday 4th June. The Umpires Association had highlighted the new laws and notices to clubs would be sent out in the next few days, so that bowlers could familiarise themselves with them before the National Championships. 9) DUTIES OF CLUB REPRESENTATIVES. Tony Winterton said that this had only been inserted as a reminder of their duties. a) Collecting License fees due for 2007 b) Collecting entry sheets for Federated Competitions, entry fees and advising the Competition Committee of entries before the draw date c) Checking that entrants were Federated members
10) UPDATING CLUB RECORDS AT JUNTA DE ANDALUCIA’S SPORTS DEPARTMENT. Tony Winterton reminded the club representatives present that this needed to be done after any changes to a Committee at a Bowling Club’s AGM
ANY OTHER BUSINESS Diane Chambers, the Secretary, expressed her dissatisfaction at the literature on accommodation provided by the North Alicante district for the National Championships and Murray Johns, the Competition Secretary expressed his dissatisfaction on the paper sent to him two days before the Malaga Committee meeting which only contained numbers and not the names of the bowlers who were participating, in view of the fact that the Championships began in less than a month. Tony Winterton said he would bring these complaints to the next National Committee meeting. Murray Johns stated that the Malaga Cup 2007 would be held at Superbowl Bowls Club and asked Geoff Land the Benavista representative if their green could be used for any overspill of competitions. Geoff said that he could not see any problem with this. Denise Davis and Diane Chambers objected to the majority of major competitions of the 2007/8 season being held on the western Costa del Sol. However Geoff Land, the representative for Benavista Bowls Club, pointed out that most of these competitions had been staged on the eastern Costa del Sol this season, so he thought it only fair that they be staged at clubs in the west and the Committee agreed. It was approved by the Committee that the Summer league Presentation dinner would be held at Mijas Bowls Club who had successfully staged a B.B.Q and fun night in 2006 and it would be held the first Monday in September. All business concluded, Tony Winterton thanked the members for attending and closed the meeting at 1pm. No date was set for the next meeting which would probably be convened after the Summer programme had been completed.
