15/02/2007 - Meeting of the Malaga Provincial Committee

Mijas Lawn Bowls Club - Thursday February 15th 2007

Tony Winterton opened the meeting at ten thirty and welcomed representatives from each of the Malaga Clubs

Belplaya B.C Trevor Burgin, Benalmadena, B.C Peter Brack, Benavista B.C Doreen Fabron,

Los Amigos B.C Geoff Wright, Mijas .B.C Rob Robinson, Superbowl B.C John Owen

 Also present were Murray Johns, Federation Competition Committee and Diane Chambers, Secretary. Apologies were received from Tony Frowd who was on an extended visit to the UK.

 1)       As every club had received the minutes, they were passed as read and Murray Johns apologized for the mistake with the date, written in Diane Chambers’ absence.

 2)       License Fees 2007. Some clubs have still not submitted their applications for 2007 as they were waiting for their AGM’s  to consider the introduction of  the corporate fee. The importance of applications being made in December was stressed as the insurance cover expired on the 31st. December and was not renewed until seven days after the application had reached the FEB in Madrid.

 

3)       Annual Return to World Bowls This had been sent off and included 1,708 men and 1,195 ladies, a total of 2,903 of which 759 were federated.. The FEB had paid the fee for their members and the individual clubs for the remainder. .

 

4)       New Regulations from World Bowls. A covering letter addressed to the Presidents of all clubs enclosing the new regulations issued by world bowls were handed to each representative. The main changes appeared to be  a requirement for the Federation to keep a National Register of Bowlers and new residency qualifications required to be able to represent ones country in International events..

 

5)       Law Books  It was confirmed that the National  Championships and the Federation’s summer program would be run under the new laws..

 

6)       REPORT BY COMPETITION SECRETARY on;-

 

A) Xmas Hamper Murray Johns informed the Committee that 16 trips had entered and the Competition and it had been successful. Tony Winterton questioned the introduction of a 3 end final in view of the fact that it was a fun day and felt that it was not necessary. This was endorsed by the Committee and it was agreed to revert to the original format for 2007.

 

b) Andalucian Championship, Almeria. Murray Johns expressed his disappointment with the poor turn out from the Malaga region and despite Tony Frowd meeting personally with the owners of Santa Maria B.C. entries were only received from Benalmadena, Mijas and Benavista Bowls clubs. The only success had been Benalmadena’s Mike Detheridge who had been a finalist in the Men’s Singles and in the Men’s Pairs with Nick Cole.

Unfortunately the tournament was marred by illness and some competitors were forced to withdraw after traveling to Almeria. Doug Bowden from Benavista injured himself and was treated at a SAS hospital, as due to the late submission of applications for licenses, he had not been covered by the Federation’s insurance. Murray Johns suggested that lists of clinics be distributed to Federated members who were traveling to the different regions of Spain and Tony Winterton agreed to email these to the Secretary who would distribute them as necessary. He also brought to the attention of the Committee that two members from Benavista had withdrawn after the draw, for no known reason and without paying their entry fees, so disrupting the Championship for all their fellow club members. This has brought their club into disrepute and Tony Winterton would be writing to the President of Benavista to establish all then facts before taking the matter any further.

Murray Johns gave the Committee the dates 30th January to February 6th for the Andalucian Championships 2008 with the Opening Ceremony on January 29th. These dates had been penciled in to the Bowling Calendar, subject to Kate Shield’s confirmation. The Committee had to decide the venue as more than one green could be required which would have to be within a reasonable distance from each other. It was agreed that Diane Chambers and John Owen would enquire about hotel accommodation before deciding whether it would be held in East or West Costa del Sol. There had been suggestions in other regions about making it a Summer Competition but this might interfere with the Malaga Committee’s approved Summer Program.

 

c) National Championships/ Preliminary Round Singles The Committee agreed that John Owen had done an excellent job and congratulated him on the smart dress and high standard of the markers provided by Superbowl.

Geoff Wright tendered a letter of complaint from Dorrian Ives who had not received the entry forms for the Singles to which Tony Winterton would be replying. Trevor Burgin and Diane Chambers also said that these forms had not been displayed at Belplaya B.C. Various members commented on the principle of holding preliminary rounds and Tony Winterton informed the Committee that this year had been an experiment which may be extended to the other disciplines to reduce the time taken to the run the Championship.  As an example the singles preliminaries would reduce the running time by three days. Diane Chambers expressed her disappointment at the low ladies entries and John Owen suggested that he thought the Malaga Cup be the perfect platform for providing competitors for the Nationals and asked that it be considered.

 

7)       Programme 2006/7

 

a)       Friendship Cup  Diane Chambers had sent at least 2 emails to each club and had sent an advertising poster and program to be displayed. There has been very little response due it was felt to the proximity to the Andalucian Championships.  This event would be set into the 2008 Calendar on the 26th/27th February when the same problem would not arise as the Andalucian Championships will be in Malaga.

 

b)       National Championships-May 2007, North Alicante. Murray Johns confirmed that all the entries were in for the National Championships and the fees would be paid to Tony Winterton.

c)       The Competiton Committee was asked to submit proposals to the next meeting for a summer program of tournaments in addition to the Leagues.

 

8)       Leagues,

a)       The six trip league will start on June 4th with the suggestion that Federated members from smaller clubs be allowed to amalgamate to provide the necessary teams,

b)       A team 11 leagues would be introduced on a different evening consisting of a rink, a trip, a pair and a lady and gentleman singles player. This event was already played in Alicante in the Summer and Almeria in the winter and there was a possibility of a National play off in late summer to be held in Malaga.

 

9)       And 10) These were deferred.

 

10) Any Other Business

Tony Winterton proposed that because of communication difficulties, Murray Johns be Competition Secretary and that all correspondence be channeled through him but Tony Frowd and John Owen would continue to assist. This was seconded by Trevor Burgin.

Tony Winterton asked for a notice to be sent to all clubs detailing the new Committee. The secretary suggested she would like to have the name of the Secretary or other officer in each club to correspond with as well as the club representative and it was agreed to include this request in the covering letter.

 Tony Winterton informed the Committee that due to the continuing ill health of the F.A.B  President the National President had at short notice wished him to remain on the FAB’S executive committee for a while longer and he had therefore reluctantly agreed to delay his retirement.

 Peter Brack, the Benalmadena representative, informed the Committee that they had to take disciplinary measures against one of their members who had been asked to resign from The Club Committee and had also been suspended. Tony Winterton stated that under the Federation’s constitution the Disciplinary Committee was only empowered to deal with a misdemeanour committed in the course of a game if the club asked them to do so. The Federation has no power to intervene in administrative matters which appeared to be the case in this instance. Tony Winterton agreed to write to the member concerned to explain the position.

Tony Winterton also had a letter of complaint from Tony Hooper concerning certain matters in connection with Erica Hooper’s attendance at the World Champion of Champion’s tournament in New Zealand.  The matters covered the anti/doping regulations, uniform and funding and would be referred to the National Executive Committee who was responsible for all International events.

All matters dealt with, Tony Winterton closed the meeting at 1pm, thanking all the representatives for attending and set the next meeting for Friday April 13th at 10.30am at Mijas B.C.
