The ruling is by World Bowls, not
Spain. Players can be members of
the International squad, as Joe Stamper was, during the first two
years for training purposes, etc. but they can not represent until
they have completed two years official residence.
The NIE is an identity number required to buy a property in
Spain but it is not an indication that the
holder lives in
Spain. He may have bought an
apartment for his children. If the NIE were accepted you could get
a situation where a player passed over for playing for England but
owning a house in Spain could represent the latter in International
events., I donīt think too many of our players would be happy.
